Australia’s IT market should continue to provide opportunities in consumer, government and business sectors in 2010, following a better-than-expected performance in 2009. The total size of the domestic IT market is projected to increase from US$18.7bn in 2010 to around US$22.7bn in 2014. Consumer spending held up relatively well in 2009, thanks to demand for notebooks, while corporate IT spending had started to recover by the end of 2009.

In 2010, there could be a boost, particularly in the second half of the year, from computer hardware tenders delayed from 2009. The launch of Microsoft’s Windows 7 operating system also has the potential to help trigger a new cycle of hardware upgrades. A number of factors underpin the forecast of a 5% 2010-2014 compound annual growth rate (CAGR) for the Australian IT market.

Government tenders will drive considerable spending in years to come. Regulatory compliance will continue to need spending by banks and intense competition in the retail sector is spurring spending on customer relationship management (CRM) and back office systems. Competition and new service platforms in the telecoms sector is a driver for that key IT spending segment.

Industry Developments
In 2010, government projects in sectors such as e-government, healthcare and education will drive significant opportunities for IT vendors. In mid-2010, the Australian government is expected to launch a standardised reporting system scheme. Australia’s National E-Health Transition Authority has the goal to create a paperless environment in Australia’s health sector, including public hospitals. While most government IT programmes were relatively immune to the global slowdown, the financial downturn encouraged the government to seek greater efficiency in IT procurement.

There were reports in 2009 that the Australian government was considering centralising the procurement of desktop computers, with the appointment of a single supplier. The Australian Information Industry Association expressed concerns about the implications for smaller companies. Federal programmes have also found an echo in state government projects in areas such as education and smart cards. Queensland Transport recently unveiled plans to introduce a new driving licence using smart card technology. Adult proof of age cards are also to be introduced, as are cards for licences for passenger transport and by a number of other licensing authorities.

Company News
In 2009, the PC battleground continued to focus on competition for government tenders, particularly the computers in education programme. In April 2009, Lenovo succeeded in a tender to provide computers to new South Wales schools. This followed a previous big win for Lenovo in February, when it teamed up with a local partner to roll out 10,000 netbooks to Victoria public schools over a three-year period. The project supplied netbooks from both Lenovo and Acer to students in years five through to eight. In 2010, Microsoft anticipated that support from leading PC makers would underpin success for its new Windows 7 operating system.

Microsoft received credit for a smoother launch of Windows 7 compared with its previous Vista operating system, due in large part to better co-operation with other players in the software value chain. a wave of new PCs were released with the new operating system, while Acer and Dell said that as of launch date there was zero inventory of Vista machines going into stores. IBM’s Australian subsidiary remained positive about its revenue prospects in 2009 and in December, the company opened a new regional IT service centre in Ballarat.

IBM had experienced a setback in March 2009 when Telstra reportedly reassigned parts of its six-year US$697.7mn IT outsourcing project with IBM Global Services. Meanwhile in October 2009, Unisys was granted a two-year extension on its contract with Austalia’s Immigration Department for outsourced desktop services.

Computer Sales
Australian computer hardware sales are projected at US$7.8bn in 2010, and are forecast to grow at a 2010-2014 CAGR of around 5% to reach US$8.7bn by 2014. The main drivers of growth in the PC market will be government programmes, growing broadband penetration and greater affordability. The fastest-growing segment is notebooks, which already accounts for more than 50% of the market by value. The main drivers of growth in the PC segment will be government programmes, growing broadband penetration and greater affordability.

More than 90% of Australian households now have a PC, but consumers appear willing to spend on upgrading their notebook computers and it is also becoming more popular to purchase a second household PC. Small business comprise more than 99% of all Australian businesses and slighly more than 50% of business PC sales.

Software
Software is expected to account for about 18% of the Australian IT market in 2010, with estimated spending of US$3.3bn. As the focus moves from hardware to services and solutions, the share of the market accounted for by software is forecast to rise to 20% by 2014, with businesses seeking greater leverage from their investments. Software sales are forecast to have a CAGR of around 8%, rising to US$4.5bn by 2014.

Software piracy has fallen in Australia in recent years but remains an issue in some segments of the enterprise market. Over the forecast period, enterprise resource planning (ERP), CRM and other ebusiness products will be increasingly popular with the small and medium-sized enterprise (SME) market, as companies look to enhance productivity through automating essential functions.

IT Services
IT services are expected to account for about 40% of the domestic IT market in 2010, with spending of US$7.6bn, up from US$7.2bn in 2009. CAGR for the segment is estimated at 6% over 2010- 2014. IT services are forecast to be one of the most dynamic sectors of the Australian IT market. In 2010, sectors such as government, telecoms, healthcare and banking should continue to supply demand for implementation, consulting and managed services. Regulatory compliance will continue to need spending by banks and intense competition in the retail sector is spurring spending on CRM and back office systems.

E-Readiness
A number of alternative Australian internet service providers (ISPs) are in the process of expanding the coverage of their ADSL networks. Other broadband service providers, including Unwired, are rolling out WiMAX networks, which will help to ensure greater choice and flexibility in the type of broadband connection available. Australia is above the OECD average in terms of businesses purchasing online (49% versus 33%) and selling online (27% versus 17%).

The central component of the Rudd government’s ICT strategy and overall domestic economic policy is the construction of a National Broadband Network (NBN). The programme is expected to drive economic growth and foster the creation of a digital economy. The government has projected GDP gains of 1.4% after five years from the broadband project. Tenders for the construction of the network were lodged in November 2008.

Despite these investment commitments, outlook for Australian broadband growth continues to be cautious. This is based partly on delays that have characterised government and operator efforts to address the problem of low broadband coverage in rural parts of Australia. Meanwhile, fixed penetration rates in urban areas are already very high.

Wespac, the largest banking institution in Australia is to open a new branch in London next Tuesday to support its Australian and New Zealand customers and also to assist Britons wishing to immigrate to Australia by enabling them to open a bank account before they even enter Australia.

For British people wanting to emigrate to Australia or New Zealand, the London bank will come in handy. Bank accounts, credit cards and even mortgages can all be approved from the London branch before you even book those one-way tickets.

The London branch will also support the tourist industry for visitors travelling from Australia and New Zealand to the UK, providing them with vital services and assistance.

It is not the first time Wespac has provided such a service to fellow countrymen and migrants in the UK – they first opened a branch in the heart of London in 1853 and at the peak of their banking employed 900 staff divided across three London branches. As well as offering a banking service Wespac also delivered around 60,000 packages each year sent from London to their families back home.

Unfortunately these branches closed during the late 1990’s due to a banking review that recommended concentrating on Australiasian businesses and slimming down the banks operations in Europe.

Now the bank has reversed this trend and there’s no doubt that the re-opening of a London branch will be welcomed by many. The branch will be located on the 1st floor of the existing Wespac Offices at St Mary Axe near Houndsditch for now, but aim to be in their own ground floor offices by 2011.

Westpac’s migrant and expatriate banking UK senior manager Anthony Davison said, “The reopening of a Westpac retail banking branch in the City of London is an important first step in providing better support and service to those aspiration Australians and New Zealanders in the UK and also those aspiring to live in Australia or New Zealand”

Pamela Anderson has had her latest TV ad banned in Australia. The commercial was banned by Australia’s Advertising Standards Bureau.

Pam, yes we’re on first name terms, appeared in the commercial for Internet Company Crazy Domains. The ad shows Pam as a smart businesswoman who strips off to reveal a gold bikini and has milk poured over her and a female colleague. The ad sparked hundreds of complaints from viewers, which prompted the Advertising Standards Bureau to take action.

Fiona Jolly who is the president of the bureau said, “The ad is meant to be a cheeky, over-the-top depiction, but in the bureaus view it did cross the line.” Gavin Collins the managing director of Crazy Domains has accused “feminist bloggers” for the ban and he will be fighting the commercial being banned.

I’m not sure what all the fuss is about as the gold bikini’s in the video are an obvious reference to an Australian tradition the Gold Coast Metermaids. The Surfers Paradise Meter Maids were introduced in 1965 by Bernie Elsey to help beat the bad image created by the installation of parking meters on the tourist strip in December 1964. This was a controversial promotion, using young women dressed in gold lame bikinis and tiaras, who strolled the streets of Surfers Paradise feeding coins into expired parking meters.

They are still in operation and have become somewhat of an Australian icon.

Dr Shane Oliver believes the Australian economy is set to grow by around 4% through this year, reflecting the lagged impact of monetary and fiscal stimulus, high levels of business and consumer confidence, the rebound in wealth and higher export prices. Dr Oliver is the chief economist with AMP, Australia’s largest retail and corporate superannuation provider.

He sees this possibly pushing unemployment back below 5% over the year ahead while the long term outlook for the Australian economy is also bright reflecting Australia’s exposure to high growth Asia, strong population growth, low public debt and a reasonably healthy financial sector.

While the worry list for the global outlook is still significant – Chinese tightening, high public debt levels, a shift towards populist policy making in the US, etc – there is plenty of reason for optimism concerning the outlook for Australia.

This is both in terms of the coming cyclical economic recovery and also from a longer term perspective.

From growth slowdown to growth rebound

After its worst slowdown since the early 1990s recession, Australia’s economy is set to rebound over the year ahead.

In 2009 the Australian economy is estimated to have grown by 0.9%.

This seems low but far better than expected a year ago, and significantly better than what occurred in other developed countries where GDP contracted 5% in Japan, 4% in Europe and the UK and 2.5% in the US.

Australia’s relative resilience is owed to a range of factors including tougher bank lending standards and a stronger financial system; a shortage of houses; the quick application of significant monetary and fiscal stimulus; the relative resilience of demand from China and a sharp fall at the height of the crisis in the value of the $A which acted as a shock absorber.

Over the year ahead Australia is likely to see a strong recovery in growth reflecting:

A rebound in housing construction activity – finance approvals for the construction of new dwellings and significant growth in building approvals point to a strong increase in housing construction this year.

While housing finance has recently dipped, it fell from a very high level and it is likely to remain strong on the back of the improving jobs market.

Housing starts this year are likely to be around 165,000 dwellings – up from 135,000 in 2009 but still well down from underlying demand which is now around 200,000 dwellings pa.

National income is likely to rise strongly supported by a 40% plus increase in prices for iron ore and coal (spot prices for iron ore would even suggest a 90% rise).

A solid turnaround in business investment – on the back of stronger profits which are expected to rise 20% this year, the recovery in business confidence from the 2008-09 slump and a large number of mega-projects particularly in the resources sector with the top ten projects alone having an estimated cost of $240bn.

Solid consumer spending – on the back of high levels of consumer confidence, an improving labour market (with unemployment now back down to 5.3% and likely to fall below 5% over the next 12 months), more tax cuts from July (worth $5.80 a week for a worker on $80,000 and $13.50 a week for a worker on $120,000), the recovery in wealth over the last year thanks to higher house and share prices and still low interest rates.

While mortgage rates are on the rise, they are still low.

For example, a family with a $300,000 mortgage on the standard variable mortgage rate currently has an annual interest bill of $20,100 pa, but this is down from $28,800 in mid 2008.

Even if expectations for a 1% rise in interest rates by year end come to pass, this will still be relatively low at $23,400.

Strong growth in public investment – as stimulus spending on infrastructure and schools flows through.
Our leading indicator for the Australian economy is pointing to growth of around 4% over the year ahead.

This has a number of implications:

Interest rates have further to rise but with inflation likely to be around 2.5% by year end, thanks to the strong Australian dollar and spare capacity in the economy, the process is likely to be gradual taking the cash rate up another 1% or so;
Unemployment is likely to fall back below 5%;
The budget deficit is likely to improve faster than projected by the Government, as growth comes in faster boosting revenue and cutting spending.
The 2009-10 budget deficit is likely to be $20bn less than the November projection for a $57.7bn deficit, bringing forward the return to surplus to around 2013-14.

The lucky country rides again

At the end of the 1990s Australia was seen as an ‘old economy’, lacking much exposure to the ‘new economy’ driven by information technology.

Partly reflecting this, the Australian share market had been a relative underperformer versus global shares for the previous decade or so and the Australian dollar was sinking to new historic lows versus the $US.

By contrast, as we commence a new decade, Australia is looking a lot brighter.

This is reflected in a range of factors:

The Australian dollar has recovered from a record low of just $US0.48 cents to near parity in recent times.
Australia is the only OECD country not to have had a ‘recession’ in 2008-09.
The price Australia receives for its exports relative to what it pays for its imports (i.e., the terms of trade) is back up around levels not seen since the 1950s.
There are four reasons to remain optimistic about the relative long term economic outlook for Australia.

First, Australia’s major export markets – with the dominance of high growth Asian countries – have relatively strong growth prospects compared to the world has a whole which is dragged down by debt constrained advanced countries.

The potential here is highlighted by China, which is now Australia’s biggest export market.

China’s industrialisation process still has a long way to go – per capita GDP is still just over $US3000, the percentage of the population in urban areas is still just 45% and despite being the world’s biggest car market, per capita car ownership is only where the US was in 1917.

The upshot is demand for raw materials is likely to remain strong for several decades as China continues to industrialise.

The same goes for other emerging countries such as India and Brazil.

This suggests the boost to Australia’s national income from the resources boom has a lot further to go.

Second, Australia has relatively favourable demographics compared to other developed countries.

While Australia’s population is aging, thanks to a higher fertility rate and high levels of immigration it is growing faster than most countries and this is projected to remain the case at least to 2050.

As a result, Australia’s labour force (which is a key driver of economic growth) will keep growing solidly, whereas in many developed countries, including Japan and parts of Europe, it is already declining.

Third, Australia is not lumbered with a massive public debt overhang.

The next graph shows budget deficits against public debt, as a percentage of GDP.

The countries most at risk have high budget deficits and high public debt levels, including Greece, Iceland and Japan, i.e. countries in the top right corner of the chart.

By contrast, Australia is in the bottom left corner in the very low risk category.

Fourth, the Australian financial system is relatively strong with low levels of non-performing loans and signs that the bad debt cycle is likely to have peaked.

With the Australian financial regulatory framework performing well through the recent global financial crisis, a significant re-regulation of Australian banks is unlikely, compared to say the US where a tougher approach is being proposed.

So apart from international influences, the supply of credit is unlikely to be as constrained in Australia as in other advanced countries.

All of these considerations point to relatively strong growth in Australia in the decades ahead.

None of this is to say Australia does not face problems and risks – household debt and house prices are relatively high, manufacturing and some service industries will be under pressure as a result of the resources boom, the two speed economy is alive and well, productivity growth needs to be boosted (as the Government has noted) and there is always a danger of hubris setting in.

However, unless things go terribly wrong these problems should be manageable and allowing for the normal cyclical ups and downs, the big picture outlook for Australia is pretty positive.

This should augur well for the relative performance of Australian assets – bonds, property, infrastructure, equities and the Australian dollar.

Lydia Lassila won the third Olympic aerials medal — and second gold — for Australia on Wednesday night, flying pencil-straight through the dreary fog to defeat two of China’s best, Li Nina and Guo Xinxin.

Lassila credits the Aussie government and its freestyle program for creating her country’s success by bankrolling the training, most of which is done overseas, where there is more ice and snow.

“The other side of that is the particular athletes who’ve come through this program,” she said. “It takes some really special athletes willing to deal with a lot of time away from home to train and compete. It takes a driven kind of person to be willing to do that.”

The 27-year-old from Melbourne, who shredded her knee for the second time during qualifying at the Turin Games, nailed a pair of jumps to not only prevent a Chinese sweep, but knock the world’s other big aerial powers off the top of the podium.

Lassila looked like she was stepping out of bed, not flying from 50 feet in the air, when she landed her second jump for a total of 214.74 points, a 7.5-point margin over Li, who won her second straight Olympic silver.

Like so many in her sport, Lassila began her athletic career as a gymnast, but didn’t think it had to be over when she became too old to compete.

“I felt I was still young enough to think there’s more in me as an athlete,” she said. “I started aerials, and I fell in love with it right away. I think it was my competitive drive that got me here.”

Australia’s emergence as an Olympic power started in 2002, when Alisa Camplin pulled off an upset victory. At the bottom of the mountain that day, covered in snow, she admitted she fell on the way down because, well, she wasn’t all that accomplished a skier.

Aerials is essentially gymnastics on snow, and any top jumper does a good bit of training by landing in water, which is as native to Australia as knee injuries are to aerials.

“Every girl that blows out a knee in this sport is by themselves in a very lonely place trying to decide whether it’s worth the effort,” said Camplin, who also won bronze in 2006. “The knee just struggles on and on for years. This is when you’ve got to come from the absolute bottom to the absolute top, and Lydia worked her way every single day with gritted teeth.”

Lassila has embraced the reality in women’s aerials — that only those willing to try three flips will stay at the top, which is one reason she beat Li, who had four twists, but only two flips in her biggest jump.

“I wasn’t really training to do triple flips,” Li said. “This is why I wasn’t able to perform as well as the gold medalist.”

Returning to the Olympics for the fifth time was 37-year-old Aussie Jacqui Cooper, who might be the most accomplished aerialist ever, but finished fifth — and left still without an Olympic medal.

After her winning jump, Lassila only had to wait out one more competitor. That was Xu Mengtao, the Chinese teenager who led after the first round and is expected to be the future of the sport in her country.

Maybe she will be. But with the pressure of the last jump on her, she landed badly, did a 180-degree spin and went skidding down the hill backward for a second. That meant it would be Australia, not China, on the top of the medal stand.

Lassila said she had a good feeling, standing atop fog-enshrouded Cypress Mountain at the beginning of the night. She noticed an eerie similarity to the best training site in Australia. It’s the Chamois run at Mount Buller, where winters are often as wet as they are snowy — and the next Olympic gold medalist could be lurking on any lift.

“We saw the fog, and we got all cheery,” Lassila said. “We said, ‘Just like home, this is fine.’ And we knew we could handle it.”

Their plates overflowing with solidarity, many Australians tucked into Indian cuisine on Wednesday. From Victoria Premier John Brumby to the crowds that thronged Indian restaurants as part of the `Vindaloo Against Violence’ initiative.

Brumby ate lunch with members of the Indian community at Melbourne’s popular Indian cafe Desi Dhaba while Indian food, including tandoori chicken, was served at Queensland’s parliament.

Mia Northorp, a web designer from Melbourne, who started the campaign to show solidarity with Indians in Australia following 30 attacks on community members since May last year, said she was amazed with the response. The campaign has led to many Indian restaurants across the country being booked well in advance for lunch and dinner.

Brumby said in Melbourne: “The Vindaloo Against Violence initiative is a unique opportunity for Victorians to unite and send a message that the actions of an ignorant few will not be allowed to undermine the reputation of Melbourne as a peaceful and friendly city.”

“Victoria has been shaped by people from across the world. We come from over 200 countries, speak more than 230 languages and dialects and follow more than 120 faiths. Today, Victoria’s 150,000-strong Indian community is a vital part of modern-day multicultural Victoria.

“Victoria’s cultural diversity is one of our strengths and any attack on our community is an attack upon us all. Any attack motivated by race or prejudice is particularly disgraceful.

In New Delhi, Australian High Commissioner Peter Varghese, said: “This is a simple but telling gesture from the Australian community to India and the Indian members of Australia’s community.”

“Australians love the diversity of our multicultural society and have categorically rejected the events of the recent past – they have no place in a society as culturally plural as ours.”

“This initiative will help in building bridges and restoring the trust, respect and friendship that exists between the broad Australian community and its valued members of Indian origin.”

Thirty five-year-old Mia Northrop, a digital media professional from Flemington, initially invited 100 friends on Facebook to dine out to support the Indian community, but her idea quickly gathered pace.

Northrop said: “I think it’s been an important time for people to say we don’t want our country tarnished as a racist place. The majority of us really enjoy the cultural diversity and have nothing but respect for our migrant communities.”

She knows there is no easy fix to the violence, but hopes this event will let the Indian community know “that they are welcome and entitled to feel safe here”, The Age reported.

As part of the campaign Wednesday, Australia’s Queensland parliament served an Indian menu, including tandoori chicken and vegetable pakora.

“Vindaloo Against Violence is the perfect chance for Queenslanders to show their support for the state’s 26,000-strong Indian community,” Multicultural Affairs Minister Annastacia Palaszczuk told parliament.

Most Indian restaurants in Australia were booked out for Wednesday.

Brenda Pereira, co-owner of Indian Tukka on Victoria in Collingwood, said: “I think it will go really well. It’s just the awareness, everyone letting their friends know, it has a domino effect.

“I’m sure it will go well and the message will go out to the community,” The Age quoted her as saying.

Rajendra Pokhrel, owner of Northcote’s Downunder Curry, arrived at his restaurant four hours early to begin cooking.

“Whatever support they’re showing it’s great. If I let them down it’s not going to be good. It’s great, it’s definitely sending a message across.”

Melbourne’s Tiffins, which delivers Indian meals by bicycle, was having one of its busiest days.

Mikhil Kotak, who co-owns the business, said they had to close their website down because of the phenomenal response to the campaign.

“It is so busy we have four vans helping our fleet of five bikes to make 1,000 deliveries during lunch today (Wednesday). This is a huge amount and just goes to show how passionately locals feel about this message.”

Assistant governor Phillip Lowe told a conference last week that China’s extraordinary economic growth has ‘’some decades to run” – and Australia will reap the benefit.

The Reserve believes that Australia’s terms of trade – the ratio of export to import prices – are set to increase 15 per cent from 2009 to 2011.

That means the world will pay Australia 15 per cent more for what it sells, relative to the prices we pay for what we buy. One-fifth of our output is exported, so that alone would raise national income by 3 per cent.

The Reserve flagged on Tuesday that more interest rate rises are ahead if the economy grows as it expects. It is forecasting growth to climb from 2 per cent over 2009 to 3.25 per cent this year, and 3.5 per cent in 2011.

Financial markets expect the Reserve to lift rates every three months or so over the coming year, lifting the cost of servicing a $300,000 mortgage by $250 a month.

Dr Lowe said yesterday the Reserve’s forecasts assumed rate rises of roughly that order, but stressed that the Reserve was not committed to this path.

The deputy chairman of the House Economics Committee, Jamie Briggs (Liberal, SA), said pressure on rates is rising due to ”the Rudd government’s reckless spending and significant increases in strikes under the Fair Work Act”.

Dr Lowe told the Committee for Economic Development of Australia the global financial crisis has left us with a ”two-speed world”: slow growth in Europe, the US and Japan, but rapid growth in developing Asia, especially China.

”If this is how things play out, Australia is well-placed”, he said. ”Around 70 per cent of our exports now go to Asia, and the strong growth in the region has supported commodity prices.”

In the six months to December, when Australia’s export returns slumped 27 per cent compared with a year earlier, sales to China rose 17 per cent, passing Japan to become Australia’s biggest customer.

Work has started on the first section of the backbone for Australia’s National Broadband Network, the project funded by the government that will allow rival users to deliver high-speed internet services.

Australia’s minister for broadband, communications and the digital economy, Stephen Conroy, visited a remote corner of Queensland to see the work being started by Nextgen Networks for NBN Company, the wholesale operator set up by the government.

“Backbone infrastructure provides the communication links that connect our towns, cities and rural areas to each other and the world,” said Conroy.

The site, Mount Isa, was chosen because it has been identified as a broadband blackspot.

“This fibre optic backbone link will run from Darwin, through central and south east Queensland to Toowoomba, as part of the Government’s $250 million programme,” said Conroy. “One of the biggest obstacles for fast broadband in Mount Isa has been the lack of competitive fibre optic backbone services.”

In total, the NBN programme will see nearly 6,000 kilometre of new backbone links constructed across five separate routes.

“Once complete, this link will allow other broadband providers to enter the market and offer faster broadband speeds, cheaper prices and more choice for people and businesses across the region,” said Conroy.

Mount Isa is the midway point along the route from Darwin to Toowoomba, and the longest of the five regional backbone links that the NBN is planning. The link will take 18 months to build.
