Applying for Australian state/territory sponsorship is the first step in any of the sponsored business visa categories. It may be necessary to obtain sponsorship for a business owner (subclass 164), senior excutive (subclass 164) or investor visa (subclass 165).
State/Territory governments have their own critieria for deciding who they will give sponsorship to and what relevant application forms and supporting documentation that need to be provided.
Most State/Territory governments are focused on what benefits a potential applicant/business migrant is going to bring to their state i.e creation of jobs, new technology, export of Australian products
Another factor which may be considered is the location that the applicant for state sponsorship proposes as the place they will be settling in and operating a business from. Business migrants are encouraged to set up business in regional areas of the state that they wish to reside in.
For more information on sponsorhip requirements, refer to the specific State/Territory government websites

Hello Neha,
You have made a declaration to the ACT to live in their state. You should reside in the ACT for at least 2 years.
